Delivery is the step where an online laptop purchase either goes right or goes wrong — and it is almost entirely decided by what you agreed before you ordered, not by what happens when the package arrives.
This guide covers what to settle up front, how to inspect properly when it arrives, and what your position is if something is not as described.
Settle These Four Things Before You Order
Get all four in writing — a WhatsApp message is fine and is the format most Rwandan sellers use.
1. The delivery charge, and whether it changes outside Kigali. Delivery within Kigali and delivery to another district are usually priced differently. Ask for your specific location, not a general answer.
2. The realistic timeframe to your district. Kigali is typically same-day or next-day with most sellers. Other districts take longer. Ask for a date rather than "soon".
3. Whether you can inspect before paying or before accepting. This is the single most important term. Ask directly: "Can I test the laptop before I pay, or what is the window to report a problem?" A clear answer is a good sign; a vague one is a warning.
4. What happens if it arrives damaged or is not as described. Who pays return transport, how quickly it is resolved, whether you get a replacement or a refund.
A seller who answers all four clearly and in writing is very unlikely to be the seller you have a problem with.
Payment and Delivery Combinations
Pay on delivery, after inspection. The safest arrangement for you. Confirm the seller allows it, since not all do for higher-value items.
Pay on delivery, before inspection. Common, and acceptable if you have a written return window. Inspect immediately anyway.
Pay in advance, in full. Reasonable with an established, traceable seller. Use mobile money or card rather than cash so there is a record — MTN MoMo and Airtel Money both tie the transaction to a registered number.
Pay a deposit to an unverified seller. Do not. This is the most common way people lose money on laptop purchases in Rwanda.
The Ten-Minute Inspection
Do this while the courier is still there if you can, or immediately if not. Have this list open on your phone.
1. Check the box and chassis for transit damage before anything else. Note any damage to the courier straight away — this is much harder to raise later.
2. Confirm the charger is included, and that it is the correct one for the model.
3. Switch it on and let it boot fully from cold. Watch the whole process.
4. Verify the specifications. Press Windows + R, type msinfo32, press Enter. Check the processor model and generation and the RAM against what was advertised. This is where mismatches show up.
5. Confirm the storage type. Task Manager (Ctrl + Shift + Esc) → Performance → Disk. It must say SSD if an SSD was advertised.
6. Check battery health. Command Prompt, run powercfg /batteryreport, and compare Full Charge Capacity against Design Capacity. Compare the result to what the seller stated.
7. Test every port — USB, HDMI, USB-C, headphone jack, card reader. Bring a USB stick.
8. Test the keyboard. Open Notepad and type through every key including arrows and function row.
9. Check the screen. Maximise a blank white document and look for dead pixels and dark patches. Then a black image for backlight bleed.
10. Test the webcam, microphone and speakers — Camera app, then record and play back a voice memo.
On a convertible: rotate the hinge through the full 360 degrees and test touch into all four corners.
The complete 20-point buying checklist
If Something Is Wrong
Raise it immediately. Your position is strongest before you have accepted the machine and weakens with every day that passes.
Be specific and factual. "The listing said Core i5 10th generation; msinfo32 shows i5-8250U, which is 8th generation" is a claim a seller must answer. "It seems slow" is not.
Photograph and screenshot everything — the msinfo32 window, the battery report, any physical damage, and the original listing.
Keep it in writing. Move the conversation to WhatsApp or email rather than phone calls, so the exchange is recorded.
A legitimate seller will resolve it. Most mismatches are honest listing errors, and a real business will fix them rather than argue.
Delivery Outside Kigali
Buying from another district adds two considerations:
Inspection is harder to reverse. If the machine has travelled several hours, a return is a bigger undertaking for both parties. This makes the pre-order agreement about faults more important, not less.
Confirm the courier's handling. A laptop should travel in protective packaging. Ask how it will be packed.
Consider timing. If you need the machine for a specific date — the start of term, a new job — order with genuine margin rather than the minimum.
