The gap is not negotiating skill. It is what was actually done to the machine before it was listed — and whether anyone will stand behind it afterwards.

Why These Prices Are What They Are
The question we get most: how does a laptop that cost over a million francs new sell for RWF 300,000?
The corporate replacement cycle. Large organisations in Europe and North America replace laptop fleets every three to four years as a matter of policy, not because the machines have failed. Those EliteBooks, ProBooks, ThinkPads and Latitudes enter the refurbished market in volume, in good working order.
Business hardware was over-specified to begin with. A 2018 EliteBook shipped with 8GB of RAM, an SSD, an aluminium chassis and a MIL-STD-810 durability rating. A new budget consumer laptop in 2026 still often ships with 8GB, a plastic body and a worse screen.
Depreciation is brutal and has nothing to do with capability. A laptop loses most of its value in three years. It does not lose most of its usefulness in three years.
You are not buying a damaged laptop cheaply. You are buying a well-built laptop whose first owner had an accounting reason to let it go. Myths addressed here.
What You Are Paying For Above the Bare Machine
The price gap between a RWF 180,000 "refurbished" laptop from an informal seller and a RWF 300,000 certified one is not margin. It is work, and risk that has been removed:
Battery testing and disclosure. Measuring actual health as a percentage and stating it. A machine sold without this figure is a machine whose battery has not been checked.
Storage replacement. Many arrive with worn or undersized drives. A genuine SSD costs real money.
Specification verification. Confirming the processor, RAM and storage on the machine rather than trusting the original listing. Mislabelled specifications are extremely common in this trade.
Full component testing. Every port, the webcam, the microphone, speakers, every keyboard key, the screen checked for dead pixels, the hinge through its full range.
A clean, licensed operating system and a full data wipe of the previous owner's information.
The warranty. This is the largest single component. A seller offering a warranty is holding financial risk for months after the sale, and that has to be priced in. A seller offering none has transferred all of that risk to you.

Prices That Should Worry You
Cheap is not the same as good value. From what we see in the Rwandan market:
Under RWF 200,000 for a "working" business laptop. There is a reason, and it is usually the battery, the drive, or a fault that appears in week three.
"1TB storage" at a low price. Almost certainly a mechanical hard drive. A 1TB HDD is worse in daily use than a 256GB SSD in every way that matters. Why.
"Core i7" with no generation stated. A 2014 i7 is slower than a 2020 i5 and should cost far less. Always get the full model number.
No battery health figure. Not "the battery is good" — a percentage. How to check it yourself.
No written warranty, or a seller with no fixed location. This is the single biggest risk factor in the entire refurbished trade, and the one that makes the difference between a bargain and a loss. What a real warranty looks like.
A price that seems too good on a very recent model. Current-generation machines do not reach the refurbished market cheaply. If a 12th-generation laptop is offered at 11th-generation prices, verify the specification carefully.
